As our current Socialist administration plays right into the hands of not only the Russians but also the Chinese. The naval arm of the three legged milk stool is the most important BUT we need to modernize the remaining two legs and resist being submissive to some naive belief that "we all are all just going to get along". A combination sub- and bomber-based deterrent would be more stabilizing and show a genuine desire to reduce arms levels.<br /><br />Also: go ahead and scrap further development of the expensive and trouble-prone GBI, and give its development budget to follow-on programs with a proven track record like THAAD and Aegis BMD. <br /><br />Give them all of the things we don't want or need anyway, and get a useful concession out of the Russians?
