What was the role of the bomber? Back-up hitter in case the shooter failed? (Unlikely since the blast seems to have had little effect on the vehicle's occupants.) Clean-up? To ensure the shooter wasn't available for capture? Was the shooter aware of the bomber? Was the bomber suppose to strike before the target reached the safety of the vehicle, forcing the attackers to improvise?
