It began under Bush with the Six Party talks, and now Obama has moved into the unilateral realm. At least the Six Party method brought other interested parties to the table and put a little more pressure on Pyongyang. The now-disclosed "secret" talks were nothing more than a fool's errand. But, at the end of the day, NK has increased its nuclear capabilities appreciably under Republican and Democratic administrations. <br /><br />As another poster observed, going behind Japan's back was a huge mistake. Tokyo has been a patient and steadfast partner in this entire business. Yet, Obama (and Hillary) rewarded Japan's actions with a diplomatic stab in the back. Such actions will only encourage Japan to go its own way in dealing with NK, through increased defense spending and yes, even potential development of nuclear weapons. Ditto for South Korea. Both countries now have more conservative governments in power, and they are increasingly dissatisfied with U.S. "leadership" on North Korea. <br /><br />One final thought: since Iran will benefit from any nuclear developments made by Pyongyang, look for a new nuclear arms race in the Middle East as well.
