I believe Pakistan is their only potential source of a nuke that could be delivered by missile. It's also...Yes, this is just how the system works. It's also how it works at other agencies outside of Defense, too. I used to work for McDonnel Douglas as a NASA contractor and, sadly, there too it was up to the contractors to "sell" ideas to NASA.<BR/><BR/>We would think up cool things to do, then convince NASA that they needed doing. Some did, but many didn't. Many were just a waste of time.
