This battle is clearly still going on, but now Congress is weighing in. From the report language, seems that the HASC strongly disagrees with DIA’s continue excision of counterspace functions from NASIC. The resources assigned to counterspace mission area has grown tremendously since the Chinese ASAT test in January 2007. Could the availability of additional resources be driving this “let’s give everybody a chance to feed at the trough” mentality? DIA has consistently demonstrated a consistent ability to efficiently manage the Defense Intelligence enterprise. DIA would rather build a patchwork of multiple organizations to conduct space intelligence analysis plagued by innumerable gaps and seams in responsibility rather than allowing the organization with 50+ years of continuous expertise and experience on all aspects of space intelligence to have the total mission.
